Statement of YACAP on VP Sara Duterte’s Flood Control Infrastructure Proposals

Flood control infrastructures are essential in mitigating the impact of natural disasters such as floods. However, these solutions alone are not sufficient to address the root causes of flooding. In the Philippines, environmental degradation such as the destruction of mangroves, dredging, quarrying, mining, illegal logging, and military activities has significantly exacerbated flooding.

Mangroves, for instance, play a crucial role in protecting coastal areas from storm surges and flooding by acting as natural barriers. The relentless cutting down of mangroves for reclamation projects has significantly reduced their protective function, increasing the vulnerability of coastal communities and leading to the loss of important marine biodiversity.

Additionally, dredging and quarrying activities disrupt the natural flow of rivers and waterways, leading to increased sedimentation and habitat loss for aquatic species. Mining and illegal logging result in deforestation, which is crucial for regulating water flow and preventing soil erosion. Indiscriminate aerial bombings by the military for exercises further contribute to environmental degradation, destroying forests and wildlife habitats.

To address the root causes of flooding, it is imperative to halt these destructive activities and prioritize environmental protection. Sustainable land use practices, such as reforestation and the protection of mangroves, can help restore the natural balance of ecosystems and reduce the risk of flooding. Stricter regulations and enforcement mechanisms are needed to prevent illegal activities such as mining, logging, and quarrying.

In conclusion, while flood control infrastructures are important, they are not a standalone solution. It is crucial to address the underlying causes of flooding by protecting and preserving the environment. By taking proactive measures to safeguard our natural resources, we can build resilience against natural disasters and create a sustainable future for generations to come.

This statement is issued in light of Vice President Sara Duterte’s recent call for increased funding for flood control infrastructure. While we acknowledge the importance of such infrastructure, we urge the government to also focus on addressing the environmental degradation that exacerbates flooding. Only by tackling both the symptoms and the root causes can we achieve long-term and sustainable flood management solutions.
